Kenya ACD cargo declaration: what exporters need to know

In August 2026 Kenya added another clearance requirement: from 3 August the country enforces the ACD cargo declaration system, which sits alongside the existing PVoC / CoC as a separate document that cannot substitute for the other. A shipment arriving without either document can be detained and fined.

1. What ACD is

ACD is Kenya's cargo declaration system. Its core purpose is to submit and validate declaration data electronically before the goods are shipped, so destination customs has full visibility before arrival. It addresses declaration data; PVoC / CoC addresses whether the product meets Kenyan standards.

2. How it differs from PVoC / CoC

Many exporters assume a PVoC certificate is enough to clear goods. In practice the two documents serve different regulatory purposes:

  • PVoC / CoC: proves the product meets Kenyan standards, issued by an authorized body after conformity assessment before shipment.
  • ACD: the cargo declaration, submitted before shipment and reflected in the manifest, used for customs risk management and statistics.

Both are required and neither replaces the other. Goods without ACD may still be detained on arrival even with a valid CoC.

3. Three things exporters should watch

1. Timing: ACD must be submitted and validated before loading. Start right after booking confirmation — not the day before the cut-off.

2. Data consistency: the declaration must match the commercial invoice, packing list and bill of lading — especially description, HS code, package count, gross weight and value. Any mismatch can fail validation.

3. Number visibility: the ACD number must appear on the manifest and related documents. Confirm with your forwarder that it has been entered before departure.

4. Our advice

  • Confirm whether ACD is required at the booking stage so it does not collide with PVoC timelines;
  • Schedule ACD and CoC together and verify description, model and HS code once for both;
  • Keep electronic copies of the full document set for rapid response to destination customs;
  • Allow extra time while the new rules bed in, in case system validation is slow.
