Saudi Saber
A mandatory document for Saudi customs clearance, processed online on SASO's SALEEM platform: register the product certificate first, then apply for a shipment certificate per consignment.
What is Saudi Saber?
The Saber certificate is one of the mandatory documents for customs clearance when exporting to Saudi Arabia.
Saber is the SALEEM conformity assessment programme run by the Saudi Standards, Metrology and Quality Organization (SASO) for goods imported into the Kingdom. Any product covered by a technical regulation must be registered and certified on the platform before it can enter the Saudi market.
Saber is SASO's online certification platform (official site: https://saber.sa). Exporters register products and upload technical files, and an authorized certification body reviews and issues the certificate.

FAQ
What is the difference between PCoC and SCoC?
PCoC (shown as KSAPC on the platform) is the product-level registration certificate valid for one year; SCoC (SCOC on the platform) is the shipment certificate issued per consignment. They must be obtained in sequence and cannot replace each other.
What are the test report requirements?
Reports must come from an ISO 17025 / CNAS accredited laboratory, follow the Saudi technical regulation applicable to the product, and be within their validity period.
How long does it take?
With complete documents, PCoC usually takes 3–5 business days and SCoC 1–2 business days, subject to product category and platform review.
Can I apply for SCoC without PCoC?
No. SCoC must be based on a valid PCoC.
